Большой интерес вызвала модель жилищных кооперативов, обходящегося без государственной поддержки и подразумевающая покупку только готового, а не строящегося жилья. Депутат Государственной думы Олег Нилов подчеркнул, что кооперативы существовали еще в советские времена, это позитивный опыт, который нуждается в государственной поддержке — ведь это способ беспроцентной покупки объектов недвижимости вскладчину. — Опыт Германии свидетельствует о том, что он очень эффективен, — заявил депутат Государственной думы Сергей Крючек, — Там очень большой объем жилья приобретается за счет кооперативного финансирования, а не ипотеки. Это альтернативный источник финансирования решения жилищного вопроса. Член Общественной палаты России, заместитель председателя Общественного совета Минстроя России Светлана Разворотнева призвала развивать кооперативы с государственным участием — чтобы не повторить историй со Су-155: компании, привлекавшей паевые средства по кооперативной модели для строительства жилья. Эксперты, участвовавшие в заседании круглого стола, усомнились в возможности серьезного финансового участия в деятельности кооперативов. К тому же, с их точки зрения, кооперативы важны как способ общественной взаимопомощи без государственного вмешательства, самостоятельного решения членами общества своих экономических проблем. Присутствовавший на круглом столе практик жилищной кооперации — председатель правления жилищного кооператива "Бест Вей" Роман Василенко подчеркнул, что возглавляемый им кооператив как раз является примером решения квартирного вопроса без государственного финансирования и при этом с минимальной переплатой. — Квартира, приобретенная кооперативом, обойдется существенно дешевле ипотечной. Переплата, связана с внесением вступительного и членских взносов, по наиболее типичным квартирам — стоимостью 3,5-4 млн рублей, составит примерно 10-15%. По его словам, жилищная кооперация в России имеет давнюю историю. Дореволюционная Россия была первой в мире по числу кооперативов в мире. Жилищные кооперативы были распространены и в советское время. В пореформенный период был избран американской путь — акцент на ипотеку. Но он себя не оправдал — так как ипотеку получить довольно тяжело и число нуждающихся в качественном жилье сокращается медленно. Кооперативное же финансирование получить, наоборот, легко. Нет таких требований, как хорошая кредитная история, не требуется подтвержденный доход. Что касается возрастных ограничений, то пайщику должно исполниться 16 лет, верхних ограничений для вступления в кооператив нет. Залоговой частью выступает сама квартира: пока пайщик полностью не рассчитается с кооперативом, она находится в собственности кооператива, то есть в собственности всех пайщиков. Как только пайщик рассчитался с кооперативом, он получает право регистрации перехода права собственности на квартиру. — В развитии жилищных кооперативов нужно правильно расставить акценты: выбрать форму, нуждающуюся в приоритетной поддержке. Есть жилищно-строительные кооперативы — это как раз случай Су-155. И есть жилищные кооперативы. Нет рисков, характерных, например, для ЖСК — рисков того, что ликвидный объект недвижимости, гарантирующий выплату пая пайщику, который примет решение выйти из кооператива, не будет создан — потому что дом по тем или иным причинам не будет достроен. ЖК, сказал Василенко, покупают только готовые квартиры — на первичном или вторичном рынке, с зарегистрированным правом собственности, причем, квартиры, прошедшие тщательную юридическую проверку и независимую оценку рыночной стоимости. Это наиболее безопасное вложение. Достоинство ЖК, по словам Василенко, в том, что они не привлекают кредиты и не нуждаются в госфинансировании. Они способны решить проблему доступного жилья. У них одна-единственная задача — приобретение квартир для пайщиков, — заметил Василенко, — Они не имеют права привлекать заемные средства. Кооперативный механизм покупки квартиры кардинально отличается от ипотечного, пояснил Роман Василенко. Кооперативная покупка предполагает рассрочку на десять лет. При этом пайщик должен внести первоначальный взнос не менее 35%, после чего за счет паевых средств кооператива в интересах пайщика приобретается квартира. Пайщик вносит дифференцированный, а не аннуитетный платеж. Параллельно пайщик вносит вступительный и членские взносы. Если гражданин перестает платить по ипотеке, он остается и без квартиры, и без денег, а его кредитная история испорчена. Если у гражданина нет возможности вносить паевые платежи в кооператив, он может получить рассрочку. Но даже если и в этом случае он не может платить, он пишет заявление о выходе из кооператива и получается свой паевой взнос в полном объеме (вступительный и членские взносы не возвращаются). Гарантией выплаты служит как раз ликвидность приобретенного для него объекта недвижимости, а также 2-процентный неснижаемый остаток, который всегда поддерживается в паевом фонде кооператива. То есть пайщик выходит из кооператива либо с квартирой в личной собственности, либо с деньгами, которые он вложил. Очередь на покупку квартиры в "Бест Вей" — около года. При этом, по словам Василенко, пайщик может поэтапно вносить первоначальный взнос на счет кооператива. Пайщики, которые аккумулируют средства на первоначальный взнос на счете кооператива, имеют льготы по членским взносам в кооператив. — Сегодня в "Бест Вей" более 6 тыс. пайщиков, приобретено более тысячи объектов недвижимости как в крупных, так и в средних городах России, — заметил Роман Василенко, — Кооперативу шесть лет, но несколько десятков квартир уже перешли в собственность пайщиков — кооператив сейчас приобретает порядка 50-70 квартир в месяц, в 2020 году выйдем на 100 квартир в месяц. Главное, что необходимо для развития кооперации, по мнению председателя правления кооператива "Бест Вей" — защита со стороны государства, беспрепятственное получение дотаций и субсидий государства на тех же условиях, что они предоставляются банкам. — Поддержка жилищных кооперативов со стороны государства позволит создать условия для обеспечения доступным жильем тысяч россиян, — резюмировал Роман Василенко.

Earlier this year, a team of researchers with the Wisconsin Underwater Archeology Association and Wisconsin Historical Society located the shipwreck off the coastal town of Baileys Harbor, Wisconsin, the association announced on Sunday.

Named the F.J. King, the ship had become a legend within the Wisconsin wreck hunter community for its elusive nature, said maritime historian Brendon Baillod, principal investigator and project lead of the discovery.

“We really wanted to solve this mystery, and we didn’t expect to,” Baillod told CNN. “(The ship) seemed to have just vanished into thin air. … I actually couldn’t believe we found it.”

The wreck is just one of many that have been found in the Great Lakes in recent years, and there are still hundreds left to be recovered in Lake Michigan alone, according to Baillod.

Built in 1867, the F.J. King plied the waters of the Great Lakes for the purpose of trans-lake commerce. The ship transported grains during a time when Wisconsin served as the breadbasket of the United States. The 144-foot-long (44-meter) vessel also carried cargo including iron ore, lumber and more.

The ship had a lucrative 19-year career until that September night when a gale-force wind caused its seams to break apart, according to the announcement. The captain, William Griffin, ordered the crew to evacuate on the ship’s yawl boat, from where they watched the F.J. King sink, bow first.
